Resilience & Responsiveness in a Post-Covid World

COVID-19 has increased the demand for products and services that consumers and customers can trust, are reliable, and of high quality. Regulation plays an important role in ensuring that consumers and businesses’ quality needs are properly addressed. With the pandemic reshaping the way we operate, regulators need to review their processes to stay agile and adapt to the changing environment. The SAC Regulators’ Workshop 2021 aims to foster cross-agency discussions on how regulatory processes can be streamlined with accreditation to bolster trust and quality in the Singapore brand.

Ministry of Trade & Industry - Pro-Enterprise Panel (MTI-PEP) - Ms Kay Sugino, Deputy Director
Kay studied Business Administration with a major in Marketing. She has spent a major part of her career in enterprise development, working primarily with small and medium enterprises (SMEs). In the earlier years, she looked at the industry development for the Food Services and Private Healthcare and Biomedical Industries. She led delegations to ASEAN and Asia to explore market opportunities and worked with various agencies to grow the vibrancy of the sectors. She subsequently moved on to work with multipliers, especially the trade associations and chambers to establish channels for the broadbase of SMEs to obtain guidance and support for their business. A key initiative was the SME Centres where she played the role of conceptualisation, partner engagement and its set up and operations. Today, she continues to work with businesses and trade associations to uncover rules and processes for streamlining with the aim to keep compliance costs low and make Singapore attractive and competitive to do business.

Ministry of Health (MOH) - Mr Raymond Chua, Group Director
A/Prof (Dr) Raymond Chua graduated from the Faculty of Medicine in National University of Singapore in 1997. He holds a Masters in Public Health (London School of Hygiene and Tropical Medicine, 2002) and is a Registered Public Health specialist and Fellow with the Academy of Medicine, Singapore.
His career spans both public service and private sector industry (as Managing Director of Eisai Clinical Research Singapore, and International Medical Director with Shire Pharmaceuticals). In 2012, A/Prof Chua was designated as Group Director of the Health Products Regulation Group in the Health Sciences Authority. Since 2017, he has joined the Ministry of Health as Group Director, Health Regulation Group to oversee and reform the regulations of healthcare services and premises in Singapore, so as to safeguard public health. He also holds other adjunct academic appointments, including an Adjunct Associate Professor in the Saw Swee Hock School of Public Health in National University of Singapore and Centre of Regulatory Excellence in Duke-NUS.

Singapore Food Agency (SFA) - Mr Victor Li, Deputy Director
Victor is the Deputy Director of Industry Development & Partnerships in the Singapore Food Agency. He leads a team driving Market Access, which aims to position Singapore as a food transhipment hub. Part of his role entails working closely with stakeholders in both public and private sectors on developing food cargo inspection standards.
